Aim of the Programme

Purpose of the general programme "Administration of Solidarity and Migration Flow" (hereinafter referred to as the Solidarity Programme) is to observe the principle of solidarity in the administration of human flow, achieving fair division between the member states in relation to the financial burden related to implementation of the integrated management system of EU external border, as well as with implementation of the common asylum and immigration policy.

Within the framework of the Solidarity Programme, four funds have been established: European External Border Fund, European Refugee Fund III, European Return Fund and European Fund for the Integration of Third-country Nationals.

Aim of the European External Border Fund (2007-2013) is to enhance an effective administration of flow of persons to external borders of the member states, in order to ensure, on one hand, high-level protection on external borders due to internal security and, on the other hand, quick border-crossing for good faith travellers under Schengen Acquis, as well as better administration of those activities, which are arranged by consular departments of the member states in the third world countries.
During the period of time from 2007 to 2013, Latvia within the framework of the Solidarity Programme in relation to the European External Border Fund shall have access to financial funds in amount of EUR 20.4 mil. From them, funding by the European Union EUR 15.3 mil. (75% of the total funds) and national co-funding from the state budget in amount of EUR 5.1 mil. (25% of the total funds).
